Bilbray-Shuler Join Forces on Border Security Measure
Bipartisan Immigration Bill Heads to the Floor

This week, a new and bi-partisan immigration will was introduced spearheaded by Congressman Heath Shuler (D-NC). H.R. 4088, the Save America with Verification and Enforcement (SAVE) Act which to date has 90 bipartisan cosponsors. I feel it is the one immigration bill that has a realistic chance to pass this Congress. I am pleased so many of my colleagues are recognizing that interior enforcement and employer verification must be essential components to any immigration bill that Congress debates.

The SAVE Act is a reflection of the lesson members learned from the recent Development, Relief and Education for Alien Minors (DREAM) Act debate in the Senate - that nothing immigration–related would move through Congress until the three areas that the SAVE Act highlights are addressed.

The SAVE Act was introduced to strengthen operational control of our southern border and ports utilizing additional manpower and technology, including increaseing Border Patrol agents by 8,000, utilizing new technology and infrastructure to secure the border and expanding a specialized enforcement program called the "Tunnel Task Force."

Closes the existing loopholes in E-Verify to detect multiple people using the same social security number and to detect people using stolen identities.
Requires information sharing between the Department of Homeland Security, the Social Security Administration, and the Internal Revenue Service.
Increases investigative abilities of ICE by employing more agents and training additional state and local law enforcement personnel.
Expedites the removal of illegal aliens by expanding detention capacity and increasing the number of Federal District Court Judges.
Implements a targeted media campaign to inform illegal aliens of new laws and penalties, while also informing employers of penalties for hiring illegal immigrants.
This Week in Washington

This past week has been extremely busy with defense spending on the House floor. On Thursday, the House passed a defense spending bill with my support that provides $459.6 billion in discretionary funding for the Department of Defense which is a 9.5 percent increase (almost $40 billion) over the previous year's levels. The defense spending contains $8.7 billion for Missile Defense programs and $15.3 billion for Navy Shipbuilding.

This week on the House Floor:

H.R. 3688, the U.S.-Peru Trade Promotion Agreement Implementation Act;
H.R. 3355, the Homeowners’ Defense Act;
H.R. 3996, the Temporary Tax Relief Act;
The Conference Report to the FY08 Labor HHS-Education Appropriations bill;
If the President vetoes Water Resources Development Act (WRDA), a veto override vote is expected.
Department of Veterans Affairs Reverses Misguided Policy Change

Recently, the Department of Veterans Affairs (VA) internally determined that national cemetery employees and volunteers may no longer be able to recite the 13 steps during the flag-folding portion at veteran’s funerals. This outrageous ban was to extend to Veteran Service Organizations which often provide volunteers to assume flag-folding duties and the playing of Taps at these funerals because of the religious connotations associated with some of the steps.

For this reason, I signed a letter to Acting Secretary of the VA Gordon H. Mansfield urging him to reconsider this action and allow the 13 steps to be recited if the family asks for this during the flag-folding portion of the funeral. Additionally, I am a cosponsor of H.Res.783 which would express the sense of Congress that we oppose the VA’s proposed policy change. In response, Acting Secretary Mansfield reversed the decision and will allow the recitation of the 13 steps if requested by family members of the deceased.

A Voice in Congress

I keep seeing Brian Bilbray on the news since he took Tancredo's position. It may just be good timing because of the New Jersey case, but we may just have a voice in Congress. If there are any of his points that you agree with, this may be the time to contact your representative with his list. I have spoken with Mr. Bilbray on a couple of occasions and he is sincere in his efforts and drive.

1. Ending the current "Catch and release" policy by making expedited removal of illegal aliens mandatory and to require the completion of the US-VISIT entry-exit system.
2. Authorizing the deployment of the military on the border to assist in controlling illegal immigration.
3. Construction of a border fence along the U.S.-Mexico border extending from the Pacific Ocean to the Gulf of Mexico, starting with the most heavily trafficked border crossings.
4. Mandatory employer verification of worker eligibility to work in the United States.
5. Stiff penalties for knowingly hiring illegal workers, not fines that are considered "a cost of doing business."
6. Make clear that local and state authorities are authorized to apprehend illegal aliens in the conduct of their routine duties, a legal uncertainty that has prevented untold thousands of illegal alien captures.
7. Prohibit illegal aliens from any access to Social Security benefits. Unbelievably, current U.S. law allows a loophole for illegal aliens to receive social security benefits. This practice must end.
8. Removing employer tax deductions for wages and benefits paid to illegal aliens.
9. Limiting birthright citizenship to the children of U.S. citizens and legal permanent residents.
10. Comprehensive border and immigration enforcement legislation to end countless other loopholes that benefit illegal aliens and those who profit from their crime of illegal presence in the United States, to give law enforcement the tools and permission to enforce the laws and to compensate states for the financial impact of illegal immigration.

While I wait for a response from Congressman, Brian Bilbray, Rep. San Diego County, I thought I would find out how you feel about his agenda:

Janis Joplin and Bobby McGee

Remember Janis Joplin crying out -"Freedom's just another word for nothin' left to lose"?
Freedom gives us rights, but without laws guiding us one's pursuit happiness will trump another's liberty. We have much too much to lose. Laws that are unjust can be changed. Our forefathers had no option but to disobey. We can cause and have caused change legally - slavery, equal rights..... It took legal protest and civil disobedience from brave souls who put their life and liberty on the line, but most laws are equally just for all should be obeyed to keep our freedom in tact.
