Absolutely! Here in the state of Washington, starting this July, it will be illegal to use a hand-held cell phone while driving. You'll have to use a hands-free devise if you want to yak and drive. unfortunately, this will be a "secondary" offense which means the police will not be able to pull you over just because they see you holding a cell phone to your ear. They'll have to pull you over for some other offense and then they can add on the cell phone offense.
I don't feel that the law goes nearly far enough, but it's a start.

the cell phone law does not seem to be working in Ct. I still see many weaving in and out or driving with their foot constantly braking to 35 miles an hour on highways talking away on their cell phones
California has a law in effect in July teenagers cannot use a cell phone while driving even the hands-free head set. Everyone else can use one with the hands-free head set. Ironic, isn't it? there was a time you didn't want anyone to know where you were (leave me alone, will ya!! Ya always want to know where I am!!!) and now you can't go anywhere someone can't reach you. Mine is used only in emergencies (4 times in the 5 years I've had a cell phone - all auto emergencies and then I pulled over!!). I like my cell phone especially now that I'm older because you just never know what could happen (you shoulda told me you wanted milk while I was at the store, dammit!!!).
