It's a gizmo or thigamajig for scribing equidistant lines. Insert the scale in the flats, and the pencils or scribers in the uprights.

That makes sence.....could also be for tracing circlrs of a larger size than a compas can do....

But....knowing Mass....It probably isn't.....back to the Lee Valley catalogue....lol

For some reason, I get the impression these are to be attached to a framing square. I've something vaguely similar for the repeated laying out of step stringers.

7 & 10 Thunder ... they also have sgrew down clamps that you cn place on the square to hold the dimension....but my square is bent sooooooooo....

Trammel point set? Have not seen one angled like that but would work fine.

Tri-Scribe

These cunning left- and right-hand scribes convert any rule or combination square (with blades less than 3/32" thick and 2" wide) into a versatile marking tool. Attach one (or more) to a combination square to produce an efficient panel gauge, or fasten both to a ruler to create a trammel for circular work.

The scribes are zinc alloy with a powder-coat finish; the thumbscrews are blackened brass. High-carbon steel scratch-marking pins are included, but standard pencils (not included) can also be used.
