Do you know for fact these people cannot speak English or are they just not speaking in English?

I personally stay out of the illeagal immigrant question, but yesterday I had to go to AutoZone for a part, and there was an Hispanic lady in front of me in line. No one in the store spoke Spanish and she almost ended up in jail, because she showed her ass and caused a scene. I live in Florida so I'm very used to Hispanics, and there are always bad apples. I chalked this one up to a bad apple. Others would have had her in front of a firing squad. In CE&P, they would have sent her to Gitmo. I actually speak enough of the language to have helped her out, but she would have none of that, she expected too much from the staff. You'll have that from time to time.
I agree Pluto. We have Hispanic customers who mostly pay with cash ( $100.00 bills ). They come in like clock work around the end of the month to purchase toothpaste and other toiletries. And sometimes we get what I call " uppity " Hispanics who pretty much act the same as " uppity " Caucasians, African Americans, Muslims, and Asians. In fact you will note people at their worst when you work retail, especially around the holidays.
You know what I think? If a person is going to live here, that person needs to learn the language. Show some respect for your host country, legal or illegal. Period. There is no excuse for not assimilating at least with language--none. And it doesn't take very long, either, to learn enough of the language to get along.
I think jobs should require their hirees to speak English rather than hire supervisors who speak the language of the workers. Some jobs require Spanish and Korean. Why not require Englihs? It would help.
My profession requires metric and English measurements. What would happen if I refused to use one? There is NO official language or measurment system in the US.

People who come to live here should learn to speak English and the gov't shouldn't kow-tow to them by making it so easy for them not to have to learn it. Speak what you want among family and friends but conduct your business in English whether it is buying a loaf of bread or whatever.

No. Youa re wrong. It's completely different. How can people get away with saying "Must be Spanish bilingual" but not" must speak English?"
Now, YOU are sounding prejudiced against the English language. It is our culture, our heritage. If I took a job in Sweden, I would learn the language out of respect for my host.

When do we make them start speaking English? The day they arrive? Is there a grace period? Should they be fluent in a week? Two weeks? A year?
