No, I don't think so. Isn't one (OCD) a anxiety disorder, while the stated routines a manifestation of personality disorder?

I don't know that excessive hand washing or counting are necessary traits of OCD. There can be many other habits one does compulsively. I thought my ex was a bit bent for some of the things he did, a daily routine that included having to run every day at lunchtime, 2 hours he got his employer to grant him for that routine he just ''had' to do -- among a few others, such as making lists of every tiny thing he would take on a trip. I also had a great deal of difficulty shedding that roller coaster and abusive relationship . He couldn't stay away or accept the idea I had had enough of him, was finished. During one of the psychological evaluations he had, tested by a clinician, the diagnosis was "OCD."
He wasn't an obsessive hand washer nor demonstrated the typical daily minor acts such as counting, but instead, other ways. One of the manifestations, the psychologist noted in his report was his obsessive compulsive behavior towards me, the relationship he couldn't break off, the obsession and obsessive behavior. The compulsive list making was another. But years later I came to learn about ADD which I know firmly believe he had. The list making I believe helped him keep order and not forget things as he would have otherwise. Anything out of its place would upset him and prompt a major blow up.

I don't think people with strict routines have OCD. It's a coping mechanism, sure, and they may be obsessed with it, but it is by choice. Some sort of routine is necessary to achieve things. I belong to a group run by a creativity coach, and one of the things creative people tend to abhor is routine. Yet if we do not routinely make time for creativity, we spend all our time being frustrated and not creating anything.
Having lists and routines is important for people with ADD to be able to function.
Everyone has a routine. Otherwise we'd leave the house, and then remember we were supposed to get dressed first ...
