I am sure that Florida is entirely different.
I worked for the university print shop. Our annual budget was about 2 million per year. The university could have bought all their printing needs for about two hundred thousand dollars per year from commercial printers. Smart, real smart. We spent most of our time trying to figure out how to juggle our inventory and expenses so that we could get a bigger budget the next year. Most politicians constantly talk about "cutting the fat" out of the state budget. Bullshit. They haven't even started cutting the fat yet.
Sounds to me like you didn't work there - you just showed up...
