Invite them a couple hours earlier than what you want them there!
eat without them...and if you really want to make the point...give them a bag of cold mcdonalds..cold fries...cold burgers....or dont invite them...the easiest of all

Last yr. when I got the meal on the table the usual group of 4 were late for the 3rd yr. in a row. I placed enough food for them in a shallow baking dish and placed in a 500 degree oven.......just to keep it warm for them doncha know. By the time they got there and I served their meal up it was more than a little dried out....yuck!!! They have declined my offer to come for dinner this year.
OMG....now that's being "burnt up" about the situation!....do not blame you though....Hey HWB....that just may be the solution!...my one sister is always late....but we usually just carry on normally and when she comes, she comes....oh well....we don't try to make her feel bad, but we do not wait very long for her either......
I feel when it's time to serve, those who are present can proceed and latecomers can take what they get. If they should be kind enough to call and say they are detained, I'd try to hold as long as possible without ruining the meal. But the habitually late need to know that the world does not revolve around them.
