Windows, Promises and Reality
I came across this article which explains how the change to Windows which was called Longhorn and which was announced in the Windows Professional Development Conference of 2003 never really happened.
It also shows how Windows 7 is a compromise to save what they could.
The Longhorn project was a radical proposal that would have fixed most of the security issues of Windows which come from the fact that there are no user and administrators restrictions on the file system. That allows any rogue program to mess with the user and the administrators files and is the reason for the proliferation of viruses in the Windows platforms.

Unix systems have less problems with viruses because these file permissions are built into the system to begin with.
Linux and OS X are variants of that Unix design.
