an actual real idea
one of the things that has gone on for ages in the congress is how a bill that focuses on one item in order for it to get enough votes to pass, begins to add on items on that have nohing to do with the original bill. This seems: unfair for a number of reasons 1.I wonder if the add ons ueceive th same publicity as the original bill?. does it go inder the microscope?If a billis no worthy topass on its own greatr do not pas it but do't use it as a vehicle to pass other items. I also beieve this is part of the earmark problem the rule could be easy no add on amendments to an original bill that changes the focus or make it a dollar amoutt. (this might keep down some waste)?

It also remids me of the President who said, "It is better to veto a bill, then sign a bad bill"(OK who said it Hint not reagan)(Reagan said this, "when I see a presidential pen I see veto."
