report to the police. that will put a end to it.

I agree with matchstich...if there is a leash law and they are ignoring it, report it to the police. It would probably help them a lot if, when you report it, give them some idea what time this "walk" occurs" and everyday? I don't know what the procedure is but you make a formal complaint, I would check and see if they release the name of the person who made the complaint (something to think about before you call the PD)
Take your camera on your walks and take pictures of the leashless dogs. THEN, you will have what the police and/or dog catcher will need; proof.
Most communities have an Animal Control agency, usually operating out of a pound. When I have called on a dog running loose, they have wanted to witness it -- of course, by then the dog was gone or back home with the neighbor who would protest with wide-eyed innocence that she ever let her dog run free.
Since you walk your dog and both neighbors are callous scofflaws who won't rein their dogs in from attacking your dog, there's always mace or pepper spray to train the dogs to stay away from yours. If it were me I would 1) file a complaint with your city or county's animal control agency, then 2) notify your neighbors in writing that their dogs are not only nuisance when they run free, but are a danger to your little dogs' very lives and, 3) if they do not keep them under control when outside and their dogs come within 5 ft of your dogs you will 4) take whatever measures necessary to assure the safety of your dogs.
Then I would 5) pick up pepper spray, mace or, preferably, a taser. The use of any of those, especially the third should stop an attack and give the dogs a very good lesson to stay away from you and your dogs.
Just put out a bowl of antifreeze and the problem will be solved! Too bad you can't do the same thing to the inconsiderate pet owners! My next door neighbor lets his dogs run loose! He finally fenced in his yard for his fifth dog! The first four were hit by cars! Yep! A real dog lover!

GothamGal, are you using that pepper spray, mace, or taser on the dogs or the owners? (Hopefully the owners.)
Loko thats just not nice. The dogs not the problem its the owner.
I would first of all talk to the owners, then if nothing changes take the next step. they might be willing to leash until past your house, tell them the kids are afraid of them or something. Most often if you are nice you get a nice response. If not at least they had a chance and the dogs should not get into trouble because of the owners.
Irresponsible dog owners make it hard for those of us who do keep our dogs in check. Most of the restrictive laws passed are because some yahoo allowed his dogs to run and they attacked someone or they are left alone 24/7 and bark their heads off. Some people don't have brains and don't deserve the privilege of having an animal.
Back when I had a Pomeranian, we would click on the leash and mosey around the block mostly for the excercize and tree sniffing routine. Enroute we passed a house where two uncollared 40lb dogs lay around on the porch til they spotted me and my pup. Then they would lurk between parked cars with their ears laid back ready to pounce as we go by..I've always carried pepper spray, not the misty style, but the foamy one, They pounced, I sprayed, they yelped and took off... Thereafter when we went by all I had to do was point and they faded from view.........
