Here's the situation:
You take a picture of a statue. To get it all inside the frame, you stand back. The plaque with the name, history etc. is too small to read. You take a second photo, a close-up of the plaque. Something that explains the photo. This is not like stitching a series of photos.
With GIMP, can you put the two pictures together and end up with a statue and the readable plaque in one photo?
The short answer:Yes you can.
Do you want to put it in as an insert box along side the statue? How small is the print when viewing the statue? If it is big enough to read then you could also select just the plaque area and enhance that area to bring out the text.

The plaque is too small to read. The plaque would have to be an insert box next to, or below, the the statue portion of the photo.
If a person really got into this you could map the image with Gimp and program a mouse-over at the plaque spot that would pop up a enlarge photo. I have done this for kicks and giggles but it requires a bit of work.
Below is "mapping" project I did with Gimp but without "mouse-over". The mapping process had assigned links to areas on the image so that if you click on a city name it will open up a weather cam.
I am going back to the basics using Meet the Gimp tutorials to fill in areas that I either missed before or I am fuzzy on now. These are excellent tutorials and I hope all of you can view the MP4 videos which is usually viewed with Quicktime.
