if you're referring to the Files Section comment, we had it as a permanent Sticky for a couple of weeks. In this throw-away world, even "permanent" has limits!
there's only so much billboard space we can carry all the time, y'know?
I wish that there was a "Notification Radio Button" that new members (and "old") can click on and visit all the great tips and (dare I say?) tricks that have been published over time here.
Maybe some day.....

@Ziking - I like the idea of a banner, but I'm thinking it should be interactive. Banners are only window dressing, right? I mean, can they have an embedded link in them?
