I don't see where there is a discount. I was a Costco member until last December and at that time their Gold Star membership was $50.00 with a free household card. The only thing I see different with this are the free offers which are only for first-time members joining and only for the first year. I'll have to check Costco's website.
The one great thing about Costco is that anyone can use their pharmacy and you don't have to spend the money to become a member. The pharmacy is not owned by Costco.
