It's unusual for a bank to have a TV set on at all, let alone one that only gets one channel.
As to the banking part of your problem -- the behavior was a little weird, frankly. There is supposed to always be someone on staff with signing authority. I'd file a complaint: (a) the state banking commission; (b) the regulator (check the FDIC website for the name of the bank then its regulator); (c) the President of the bank.
The only thing I can think of is that it's been taken over by the Feds and the place is being run til its assets are transferred. What you experienced is definitely not normal business (irrespective of the television stuff).
Sammig 6? TV sets! blaring FOX trashing Obama. Now even if ya didn't vote for him, show some respect for the office? Also this is a somewhat affluent area tha t we used to live in. So folks are definitely baking at another bank. When we got back to our bank, (much less affluent) there were no TV's & it was very busy. A yr. ago they were suspicious of taking our money, then they sdon't wqnt to give it back.
I recently had to renew the business line of credit. this is a routine proceedure or at least it used to be. took forever..banks are still in panic mode and I think the Fed oversight is intense..that would be the Obama administration Fed oversight. same thing is happening to the mortgage business and again the mortage people say the delay is in meeting federal standards..again that would be Obama administration federal standards..so maybe the bank had the tv's on to tell you who was slowing you up. LOL
A line of credit, mortgages.. is a lot different that a CD. Gauranteed money, it's already there to be invested. And when it comes to Cd's this is NOT the precedure. The 1st red flag was last summer when yes Bush was still in office. (patriot Act.) I do this regularly with 3 different banks. I also have my IRA with this bank, ddifferent location. I poner if each location can be run totally differently? I went back to them because I was so happy with them in past.
BWA - there are many rules that have been tightened as the result of the financial crisis. In the mortgage industry, it's become horribly complex to even determine what the loan rate is. On the depository side (which is the part you're talking about) there is a whole lot of oversight that is brand new. We just had to wait almost 10 days for a customer's check to clear from a Texas bank before we could draw down on it because our commercial bank could no longer simply ask the Texas bank if there was money in the customer's account!
Irrespective of any of that, you did not receive appropriate customer service. I don't care if Donald Duck was/is president. That the TVs were on is just weird; that they were all on only one channel is weirder. That they couldn't find someone with signing authority is over-the-top strange. Since depositories are required to meet specific tests under the Community Reinvestment Act, I really believe you should file complaints. The FDIC website will tell you when the bank's next exam is scheduled, and your comments will -- I can really guarantee -- be taken into account. Moreover, a complaint to the state's banking commission will result in something happening.
It is possible that the guy you had deal with you was just running his own show while the manager was away, but that makes no sense, as there wasn't anybody with signing authority. Truly, this isn't a case of who passed which administrative laws, it's a case of a wackadoo who didn't provide the requisite service. As a minimum, you are entitled to an apology.
And I'd definitely consider on-line CDs -- they pay a much better rate than the banks usually and their just as secure if you go with one of the insured companies.
Can I ask which state your in, different states have different banking laws, not all are Federal Deposit Insured Banks!
Il. Denjolly! Cd's are FDIC insured..I believe all over the country. Sammig what makes it even wierder is that there were apparently 3 employees there. The personal banker (mexican) with the tude who apparently had no idea what he was doiing. Your right sammig about the Mexican seeming playing boss. )power control thing? The white guy at the teller station. No tude but also seemed to be a "newbie" and finally yes someone unseen who could authorize. I do understand that things have become stricter. 1st sign was Bush's "Patriot Act" when we 1st wqent to this branch they were concerned with "off shoore accts" Yea right SO saifd that's why we are putzing with a couple grand here! remember not only were all TV's on same station, but they could get no other! File a complaint? HMMM kinda want to forget the whole thing. Also it seems best way to 'stick it to them" is to remove rest of money next week the other CD is up.
I think this banking experience is a perfect example of how disfunctional the GOP is! Also the other day SO pointed out how the mexican kid) was doing the process said that he deleted acct before agreeing to give us our money! SO said if it came to that, he would have told them to call the police & an ambulance!
don't know if you noticed or not but the GOP is completely out of power. the democrats control both houses and the white house. so if you think your problem at the bank is political then you gotta blame the democrats. I kind of think you've just got a screwed up bank.
