Other ideas:
Make DEEPER CUTS
CUT Union Pay & Wages from Exec level to Mgr.
Sell off office bldgs etc.
Combine services
CUT Sacramento bureaucracy
ReNeg Union contracts.
Tax Cuts
Tax Rebates
Privitize some Services
ship inmates to other states.
Change state programs
Scrap Regional Centers or combine.
Automate more services IE DMV for drivers Test & Lisc.
Hire New Blood for Govt posts.
State Flat Tax.
Cut taxes on businesses.
Then maybe CA can be #1 again
Unless the Unions dont care & those we elect in Sacramento

We would need a complete change of lawmakers with a completly different mindset to change any one of your suggestions I'm afraid. We seem to be on a treadmill going backwards.
