Shear Tool

Shear tool is used to shift one part of an image, a layer, a selection or a path to a direction and the other part to the opposite direction.

Sounds simple enough, I wonder where or why you would use this......

This video demonstrates the usage of the shear tool for making reflective text. the author stumbles around a bit and does not clearly describes each stage but it is worth watching.
