Wow, did a search for video and web page tutorials and the results were disappointing. I found a lot of forums where people had questions about the Color Picker but that was about it. The fact that people are asking questions means maybe a good tutorial is needed.
Here is one of the questions:
Why won't my color picker tool work?? I click on a white area and nothing happens, no dialog box. Should I reinstall?? I'm using GIMP 2.4.6
And the answer:
The color picker picks from the active layer, so make sure the layer your color is on has been selected. Then, when you select the tool, look in the dialogue box.
If you just want the hex or RGB info on the color, choose PICK ONLY and tick the "use info window" option, so you can see the results.
If you want the color picker to set the fore or background color, tick the appropriate box, and also info window if you want the stats on the color as well.
Another little tidbit I found was this:
Clicking and dragging will display all the colors that the mouse is going over as a scan is run across the image.
Just look in your foreground box and watch the colors change as you drag the dropper.
I did a lot of surfing looking for useful information about the Color Picker, did not find much. If you find anything to add here , please do!
This tutorial looked pretty good explaining how to use the color picker to change the background color. It has screenshots, too, with step-by-step instructions. It also explained why doing it some other ways could be problematic.

I didn't see this linked from a post - but I could have missed it. LOL This is one of the tutorials from
view link which is linked from the tutorial sticky.
Hope this helps!
