Go off season. Start with a good pair of walking shoes, a rail pass, find out where the hostels and bargain hotels are (and be prepared to share bathrooms), and buy as much food as possible at grocery stores rather than restaurants. Then pare down your list of places to visit and make some hard choices.

A rail pass is a really good idea - and we always use Venere.com for accommodation. In Rome, a couple of years ago we stayed in Trastavere, a wonderful old section, walking distance to the Vatican, Colosseum and the Forum, with good tram connections around the City. We rented an apartment and self-catered buying our food in the markets. We have done the same in Florence and Venice too. The Mercato Centrale in Florence and the Venice fish market are just fabulous and cheap too.

go online and find a family with a room to rent. Many times you can rent an apartment if you do not wish to share a home with a family. Alternatively, you might consider a home exchange or a hospitality exchange. Self catering cuts expenses a good bit.
