Just because Crayola packages 64 colors in a box, doesn't mean they expect you to use all 64 colors on a single web page....

That was a super treat! I used them all! I would get a sheet of paper and make what I called a collage, and I would do my best to put every color on it. My hair is white, I have brown eyes, my car is white, my house is white trimmed in green, my furniture is tone on tone and all is cutsey and matches! I love COLOR on a page. LOL LOL

For any design, unless you are maybe an abstract artist, several compatible colors usually works better than many random colors.
Here are two references that give you some background on the 216 palette. Given current technology, most designers simply choose from the full 16 million colors.
